Based on data released by Israel, a minimum of 98 detainees from Palestine have perished while in custody since October 2023. A human rights group based in Israel has indicated that the real toll is almost certainly significantly higher, due to hundreds of unaccounted for detainees from Gaza.

Study Results

An updated study documented fatalities caused by physical violence, failure to provide medical care, and malnutrition. Investigators used transparency petitions, forensic reports, and discussions with legal representatives, activists, relatives, and witnesses.

Israeli authorities disclosed complete statistics limited to the initial 240 days of the war. Over this period, government statistics reveal an unprecedented casualty rate among Palestinian detainees, amounting to a life lost once every four-day period.

Recent Figures

Israeli defense forces most recently revised records on custodial deaths for May 2024, and detention administration in September 2024. Analysts documented a further 35 fatalities in confinement subsequent to these dates and verified them with government bodies.

Although the aggregate figure of deaths charted being substantially larger than earlier projections, it probably omits the entire scope of Palestinian loss, per the director of the prisoner monitoring division.

“Even though we are presenting proof for a greater figure of fatalities than previously reported, this is not a full picture,” he said. “We are confident that there are yet people who died in detention that we don’t know about.”

Civilian Casualties

Restricted government records suggests that the majority of Palestinian prisoners from Gaza who died in detention were non-combatants, based on a simultaneous investigation.

By May of the current year, a military intelligence database tracking all militants in Gaza, a registry of over 47,000 listed people, recorded just 21 fatalities in custody. By that point, 65 Gazans from Gaza had died in detention.

Custodial Environment

Assault, mistreatment, and other abuse of Palestinian individuals has been normalised across Israel’s prison network over the duration of conflict. High-ranking authorities have publicly referenced minimal sustenance and an underground jail confining Palestinians who never see daylight.

Existing and previous prisoners and whistleblowers from the defense forces have collectively claimed routine infractions of global standards.

Organized Maltreatment

The institutionalised cruelty came with a disturbing rise in casualties documented across at least 12 prison sites in Israel. During the previous decade prior to the war, there were typically a couple fatalities a year.

“This does not represent only a single occurrence sporadically. It is widespread and it is expected to endure,” a spokesperson stated, partially because there is a culture of almost complete immunity for harming and abusing detainees.

Only a single instance of assaulting prisoners has reached litigation, with the soldier sentenced to seven months. A endeavor to charge others over a severe beating involving sexual violence led to right-wing protests and the apprehension of Israel’s top military lawyer, with the alleged perpetrators now requesting that indictments against them be dismissed.

No Legal Action

“Despite this large quantity of deaths, over two years not one individual has been arrested,” the spokesperson noted. “There are no prosecutions over any killing.

“During the time these policies are being applied, every Palestinian in detention is in danger, including the physically well individuals, even the juveniles who have no underlying conditions.”

Notable Incidents

Certain fatalities in custody have been high profile, for instance a 50-year-old medical chief who perished in confinement after 120 days in confinement.

A prisoner held with the deceased testified that he was brought to the exercise area by guards shortly before his death, clearly wounded and naked from the hips downward. His corpse has not been repatriated to Gaza.

Other prisoners who perished in detention in Israel stay unnamed. Detention administrators and armed services gave analysts with the figure of fatalities in detention, and minimal additional information such as the facility where they perished, but excluding the prisoners’ names.

Recognition Difficulties

In 21 cases, primarily detainees from Gaza, researchers were not able to match the limited information supplied by officials to a fatality recorded by human rights groups, either through accounts from former inmates or reporting in the media.

The inmates’ next of kin may not know about their loved ones’ deaths also, as Israel has impeded efforts to locate detainees it is confining. During 210 days at the outset of the conflict, the armed services declined to give basic information about the status of many of individuals confined in Gaza, effectively carrying out a practice of forced disappearance, as stated by the human rights group.
